In the years before Carol Lear started a private education law practice group, she worked at the Utah State Office of Education (now the Utah State Board of Education office) for almost 30 years. While there, she supervised the Professional Practices Commission (UPPAC), wrote and updated administrative rules, was the GRAMA officer, tracked legislation that affected public education and worked with school districts and charter schools to provide information about public school legal issues. Carol was also a high school teacher (for 5 years) and an adjunct professor in the USU Education Leadership program (for 20 years). In 2016, Carol was elected to the Utah State Board of Education for District 7 (Salt Lake City and Park City)
